Background / Existing Law
Prior to AB 30 being signed into law, California drivers had fewer choices when it comes to gasoline blends. While most states allow the sale of E15—a fuel blend containing up to 15% ethanol—California law has historically restricted retail sales to E10 (10% ethanol) due to state-specific fuel formulation standards. These outdated limits have prevented California consumers from accessing a cleaner and less expensive fuel widely available across the nation.

AB 30 aligns California with 49 other states by authorizing the sale of E15 gasoline, a blend proven to reduce greenhouse gas emissions and air pollutants while lowering fuel costs for consumers. This change diversifies the state’s fuel supply, increases competition, and helps reduce dependence on petroleum—all while maintaining the state’s stringent air-quality and emissions standards.

AB 226 strengthens California’s wildfire insurance safety net to protect homeowners by allowing the FAIR Plan to access the state bond market to prevent insolvency.
Background / Existing Law
California’s FAIR Plan serves as the insurer of last resort for homeowners unable to secure fire insurance through the private market. Increasing wildfire frequency and severity, combined with fewer homeowner insurance options in California have placed significant financial strain on the FAIR Plan, risking its long-term sustainability.
If FAIR Plan becomes insolvent, it would trigger assessments on all private insurers which in turn would significantly increase costs for all homeowners insurance in California.

AB 226 updates FAIR Plan governance and financial practices to ensure adequate reserves and access to state bond market to lessen the blow in the event of a major disaster. The bill helps protect all homeowners from seeing significant increases to their insurance if the FAIR Plan were to become insolvent.

The data collected will allow the state to better identify communities that are creating unnecessary obstacles, promote best practices, and ensure that taxpayer-funded housing programs are delivering results.
