SACRAMENTO – Assemblymember David Alvarez (D-San Diego), Co-Chair of the Select Committee on the Transportation Costs and Impact of the Low Carbon Fuel Standard (LCFS), announced the committee’s first informational hearing will take place today, Wednesday, August 27, 2025 at 1:00 p.m. in State Capitol Room 444.
The Select Committee was formed to examine the costs associated with California’s LCFS program and its impact on everyday Californians, particularly working families who are already facing high transportation costs. LCFS, implemented by the California Air Resources Board (CARB) in 2011, is intended to push the fuel market toward cleaner energy by making polluters pay and rewarding cleaner choices.
“California’s climate policies should reduce pollution without driving up the cost of living,” said Assemblymember Alvarez. “This hearing is an opportunity to review how CARB’s Low Carbon Fuel Standard is impacting consumers at the pump, whether clean fuel incentives are helping California families, and how we can strengthen this program to ensure affordability while still addressing climate change. My goal is a program that cuts emissions while keeping transportation costs affordable for families and small businesses.”
The hearing will feature expert testimony from the California Air Resources Board, the California Energy Commission, and leading academics from UC Davis and UC Berkeley. Stakeholders across the fuel industry, including biofuel producers, oil companies, hydrogen developers, environmental justice organizations, and clean transportation advocates, will provide input on how the program is working in practice.
The Select Committee will continue to evaluate program design, out-of-state credit generation, and broader economic impacts, with a commitment to ensuring LCFS delivers tangible benefits for California’s communities.
