Assemblymember David Alvarez's Legislative Efforts in 2024

My focus this legislative session was to address pressing issues within our communities and across California. I am grateful for the advocacy and coalition efforts that led to great results in the Assembly Floor.

Expanding Coastal Housing Access (AB 2560)

Assembly Bill 2560 (AB 2560) seeks to eliminate the exemption of the Coastal Zone from the state's Housing Density Bonus Law. This legislation aims to increase housing accessibility in coastal areas and provide more opportunities for Californians to reside in all regions. By expanding the application of the Density Bonus Law, which provides deed-restricted homes for low and moderate-income families, AB 2560 embodies California’s commitment to address the state's housing crisis and ensure equitable access to coastal communities. Empowering First-Generation College Students (ACR 147)

As a first generation college student that knows firsthand the challenges faced by first generation college students, I had the honor of authoring Assembly Concurrent Resolution 147 (ACR 147), to designate a "First-Generation College Celebration Day" in California. This resolution celebrates the achievements of trailblazing students and underscores the importance of supporting all educational journeys. My goal is to promote access to higher education, foster a more inclusive academic environment, and inspire others.

Addressing Environmental Disasters at the Border (AJR 12)

I continue to work towards finding solutions to address the environmental disaster at the Tijuana River watershed. I introduced Assembly Joint Resolution 12 (AJR 12) to call for immediate funding and an emergency declaration. This legislation is crucial to safeguard the region's natural resources and ensure the well-being of our region.

Expanding Access and Opportunities for First Generation and Undocumented Students (AB 2586)

I introduced Assembly Bill 2586 (AB 2586), the "Opportunity for All Act" in response to the disparities faced by undocumented college students. This bill aims to provide equal access to campus employment opportunities to all students, regardless of their immigration status, at the University of California, California State University, and California Community Colleges. My goal is to create a more inclusive and equitable higher education system in California.

My legislative efforts include an act to improve the governance and establish accountability at the San Diego Unified Port District. Through Assembly Bill 2783 (AB 2783), the "Port of San Diego Reform and Accountability Act," I want to enhance transparency, oversight, and accountability within the operations at the Port. This bill ensures responsible management of our San Diego Bay and surrounding waterfront land.

It was an honor to attend the South Bay Day of the Child event in Chula Vista as a judge for the Lowrider competition. Congratulations to all the nominees that displayed their cars. This was a beautiful event for our youth, and I had the opportunity to giveaway backpacks.

California - Mexico bi-national affairs has been a priority for me since I took office. I had the pleasure of participating in a conversation with other South San Diego County Leaders at the South County Economic Development Council Annual Economic Summit. I emphasized the importance of education and initiatives that promote collaboration with our neighbors across the border, which allow us to enrich our communities in the region.

My office hosted a youth listening session with 9th to 11th grade students from High Tech High Chula Vista. The input we received from students on a future university was invaluable. Students highlighted issues surrounding safety, environmental protection, shared use of facilities, and more. It was my distinct honor and privilege to recognize MANA de San Diego (MANASD) as the Latino Legislative Caucus Spirit Awards recipients for 2024. I was joined in Sacramento by MANASD's Executive Director Dr. Inez Gonzalez Perezchica, and Board President Claudia Rempel. MANA de San Diego, the largest chapter of a national Latina organization founded in 1986, empowers Latinas to achieve upward mobility and a better quality of life. Through programs like the Hermanitas Program for students and the Latina Success Leadership Program for professionals, MANASD supports Latinas at every life stage. By helping Latinas reach their goals, MANASD fosters generational change that benefits entire communities throughout the region.

I was proud to host a free Legal Clinic and partner with the California Western Community Law Project and Jewish Family Service of San Diego at Our Lady of Guadalupe Church in Barrio Logan. Some of the resources we were able to provide included immigration assistance, renter's assistance among other issues. We will provide more information on future legal clinics.
