Lorena Gonzalez Fletcher Bill To Reform SANDAG Is Sent to Governor’s Desk
Bill Would Make the Troubled Agency More Accountable, Transparent
SACRAMENTO – (Monday, Sept. 11, 2017) – California State Assemblywoman Lorena Gonzalez Fletcher (D-San Diego) won final approval from the state Legislature of her bill to reform SANDAG, the agency responsible for roads and transit in San Diego County. Assembly Bill 805, which would make the troubled agency more transparent and create a more equitable voting structure, now heads to the desk of Gov. Jerry Brown.
AB 805 passed the Assembly today on a 44-25 vote after passing the Senate by a 25-13 margin on Sept. 7.
“When it comes to SANDAG, the status quo simply isn’t acceptable anymore,” Assemblywoman Gonzalez Fletcher said. “The Legislature approved these reforms to SANDAG because commuters, taxpayers, workers and neighborhoods all deserve better transparency, accountability and representation when it comes to our region’s transportation system.”
The bill would, among other things, modify the voting structures of SANDAG, the Metropolitan Transit System and the North County Transit District to better reflect the populations they serve; create an Audit Committee that includes members of the public that oversees an independent auditor; require that SANDAG provide annual reports to the state about the region’s transit issues; permit MTS and NCTD to approach voters to raise revenue for better transit; require skilled and trained workers are employed on local transportation projects; and insist that regional transportation plans address greenhouse gas reduction rules and the needs of disadvantaged communities.
