Legislation Would Remove Employment Barriers for Young Parents Who Need Childcare, Bring Awareness to Diaper Need

SACRAMENTO  – (Thursday, Sept. 14, 2017) – California State Assemblywoman Lorena Gonzalez Fletcher (D-San Diego) won final Legislative approval in her efforts to help struggling parents afford diapers, a critical issue for working moms and dads trying to find daycare for their children. Most daycare facilities won’t accept children who don’t have diapers, meaning parents who can’t afford diapers face a big hurdle while seeking a job or trying to remain employed. Gov. Brown has until Oct. 15 to sign or veto the bill.

Assembly Bill 480 was approved by the Assembly by a 49-1 vote after passing the Senate 38-0 on Sept. 13.

“This is about much more than the affordability of diapers,” Assemblywoman Gonzalez Fletcher said. “It’s about making it easier for young parents, especially breadwinner moms, to hold jobs or find jobs so they can support their families. This is a bill that will help these young families get a leg up on their future.”

AB 480 would make diaper assistance available to women who participate in the CalWORKS Welfare-to-Work and Cal-Learn programs who have children under age three. Diapers can cost up to $100 per child every months. For low-income parents trying to stay employed, the cost of diapers can be a crisis, given that many childcare providers require that a parent provide a full-day’s supply of diapers.
