Bill to Help English Learners Is Sent to Gov’s Desk
Lorena Gonzalez Fletcher Bill Would Make Sure Parents are Informed of Child’s Status as English Learner
SACRAMENTO – (Wednesday, Sept. 13, 2017) – California State Assemblywoman Lorena Gonzalez Fletcher (D-San Diego) today won final Legislative approval of her bill that would make sure parents know whether a school has classified their child as a “long-term English Learner” or an “at risk, long-term English learner” and what the implications of that classification might be. The bill now heads to the Governor’s desk.
AB 81 passed the Assembly by a 55-1 vote after passing the Senate by a 39-0 margin on Sept. 11.
“Schools should make it a priority to help students learn English as quickly as possible,” Assemblywoman Gonzalez Fletcher said. “And parents need to be kept in the loop about a child’s progress. By making sure parents are properly notified about where their child stands as an English learner, we can help let parents make more informed decisions about their child’s education.”
Roughly 1.4 million California students are English learners, according to the state Department of Education’s most recent figures. In a third of the state’s school districts, at least 75% of the student body is comprised of students classified as long-term English learners. AB 81 would require that schools notify parents about whether a child has been classified as a long-term English learner or an at-risk English learner, a status that can impact that student’s ability to succeed academically. This notification will provide parents with vital information, helping them take whatever steps they think necessary to make sure their child succeeds in school.
