Gov. Brown Signs Lorena Gonzalez Fletcher Rooftop Solar Consumer Protection Bill

SACRAMENTO  – (Wednesday, October 11, 2017) – Gov. Jerry Brown today signed a bill by California State Assemblywoman Lorena Gonzalez Fletcher (D-San Diego) that will protect consumers looking to invest in solar power for their homes. The bill will bring necessary oversight to the expanding rooftop-solar-energy industry at a time when many Californians are turning to solar power to reduce their energy costs and help the environment.

“We should make it as easy as possible for Californians to use solar power and other clean-energy sources,” Assemblywoman Gonzalez Fletcher said. “But it’s very expensive and very intimidating for homeowners to invest in solar power. It’s a challenge figuring out the honest companies from the ones trying to rip you off. The more protection we can provide consumers, the more comfortable they’ll be purchasing solar power at a time when each of us must do our part to combat climate change.”

The use of solar energy has expanded dramatically in California. Solar energy generates enough electricity to power 4.7 million homes annually, and the solar energy industry employs more than 100,000 people in California. California ranks first in the nation when it comes to residential and non-residential solar projects. 

The increasing popularity of residential solar energy systems means the state needs to enact consumer protections to ensure that solar energy system customers are being treated honestly and fairly. AB 1070 directs the Contractors State License Board to develop a fillable solar system disclosure document that must be provided to consumers before they purchase, lease or finance a solar energy system. The bill also makes the Department of Consumer Affairs responsible for resolving complaints against solar companies and for overseeing residential rooftop solar energy providers so that a process is in place to resolve consumer disputes in this emerging industry. 

AB 1070 passed the Assembly 77-0 on Sept.11 after passing the Senate 40-0 on Sept. 7.
